feat(08-04): add simplified export overloads to CsvExportService

- Add BuildCsv(IReadOnlyList<SimplifiedPermissionEntry>) overload with SimplifiedLabels and RiskLevel columns
- Add WriteAsync overload for simplified entries
- Original PermissionEntry methods unchanged
