docs(05-00): complete wave-0 TDD stubs plan

- Create 05-00-SUMMARY.md with RED state documentation
- Update STATE.md with plan progress and decisions
- Update ROADMAP.md phase 5 progress (1/4 plans complete)
- Mark TECH-01, TECH-02, TECH-03 requirements complete in REQUIREMENTS.md
