- STATE.md: advance to Phase 09-01 active, completed_plans=15
- ROADMAP.md: Phase 8 marked Complete 8/8, Phase 9 progress row fixed
- All 3 tasks complete: 500 regression fixed, OOB template created, printer form wired
- 113 tests passing (pytest tests/ -x -q --ignore=tests/e2e)
